We have a CPR CallBlocker V5000 on our landline -- it displays the caller number as the call is incoming -- if it is unrecognizable, you push the large red button that is labeled, "BLAOCK NOW" and it becomes one of the growing list of calls that will then not go through in the future. You can also go back through calls attempted and block after the fact, if desired. We've had it only a few months and now have 323 numbers blocked.
We carry 4G flip phones so limited utilities, and we're on consumer cellular (Verizon brand phones - free switch) so we get few, if any spam calls.
Of course, what it sounds like you're getting are intentional harassment calls.
For that kind of a problem, I'd be definitely looking to apply spiritual prayer power.
I have Verizon cell service for 20+ years now. I used to get 4-5 spam calls daily, until I changed my number. Now, I may get one or 2 spam calls a month. Knock on wood! Lol
At any rate, I believe some cellular providers sell our information to - who knows who - so that we can be harrassed. One thing I know for sure, is that it's stressful and aggravating and a good way to wear a person down that may already be stressed or sick.
I have tracfone now owned by Verizon, and they seem to choose what they put into spam, kind of like email where sometimes it's not, but real spam reaches your inbox.
If it's political calls even blocking using call block from the FEC for you numbers won't stop them and you have to use your own phones call block feature, or enter the number manually. They have many ways around this with multiple numbers to use.
Strange thing is calls coming from so called local numbers and businesses, that aren't, and somehow they're being able to use these numbers, that are unassigned and no longer working when you call them back. They've infiltrated the phone system where ever it's controlled from. They've hacked many government, medical, and business sites and call all the time pretending to be from Medicare or the Health department and even seem to know about medical information about you or even a deceased parent you've cared for, and almost always Asian speaking.
Sometimes I enjoy messing with them as it can be a lot of fun playing along and then exposing their lies. Other times I just straight out tell them they're full of BS and hang up.
Also it could be autodailer to assess when you're home.
I've had Nomorobo for free on my landline for years. Spam/scam calls ring once then they're gone and also blocked. Your number gets called less and less. Once in a while it misses one but rarely. There are plans for cell phones as well. I highly recommend it. nomorobo.com

No fix they're calling from Africa, Nigeria or Ghana. I also get daily 'you have won a prize from blah blah.

I get a lot of political spam texts. Also some non political spam calls on my cell. I block them all. Then I get less and less.
The do not call registry seems to help greatly. I get very few if any spam calls 1 (888) 382-1222
